He was referring to lsaf art, and also to the result; but he was using the word quite literally. He started with one single leaf and the painting grows around it. A wonderful little story which sees Niggle achieve his ultimate goal and is a pleasure to read.

Leaf by Niggle review – Tolkien’s lord of small things gets a one-man show
Awesome book about Tolkien himself in such a tolkein way. At such times Niggle would think of wonderful new flowers and plants, and Parish always topkien exactly how to set them and where they would do best.
He got through quite a lot in a day, now; he finished small things off neatly. Still, he did not like the man very much: Tomorrow, if you like. Quite unique in its way. It is autobiographical in that it concerns the life of an artist and how an artist is to respond both to the pressures of his absorption in his creative ideas and to the demands of living an ordinary life in the ordinary world; in other words how is he to enjoy living in the life of the imagination while at the same time remaining a moral being sensitive to the needs of other people.
I doubt if they would have thought that it mattered much.
It is in fact a tale of considerable depth, seriousness and imaginative force which repays as much careful attention as any of his other stories.
We shall meet again, I expect: He invests each and every leaf of his tree with obsessive attention to detail, making every leaf uniquely beautiful. This immediacy shows how very intimate the story is, beyond its strictly autobiographical nature.
Also, now and again, he remembered his journey, and began to pack a few things in an ineffectual way: Getting torn away from what you’re creating is always pretty painful.
